On September 26, 2019, a meeting was held in the Russian Union of Industrialists and Entrepreneurs on the topic: “Attracting Investments in Energy Efficient Contracts. International Experience and Russian Realities” with the participation of experts from CIS countries, including Armenia, as well as other countries. Members of the subcommittee, representatives of the Ministry of Economic Development of Russia, international experts, members of Opora Russia OJSC, as well as representatives of energy service companies attended the session.
Organizers and participants of the meeting emphasized the importance and relevance of the issues included in the agenda. Among others, the state and the development trends of the energy services market in Russia, sources and possibilities of financing measures to increase energy efficiency, power supply of remote facilities and investments in energy infrastructure, the creation and potential of organizational and financial-economic conditions for the formation of mechanisms for generating profit from investments in energy conservation, opportunities and examples of using the public-private partnership model in the implementation of modernization projects and urban lighting were discussed during the session.
Deputy General Director of the “Armenian Energy Agency” Foundation, expert on legal and regulatory issues of energy efficiency Hayk Badalyan presented the specificities of the national legislation of the Republic of Armenia on promoting energy efficiency. Head of the Department of Development and Investment Programs of Yerevan Municipality Tigran Sargsyan, shared details of the project on modernization of street lighting systems implemented with a deferred payment scheme.
Following the meeting, a number of proposals and recommendations were prepared in the form of a resolution that will be sent to the Government of the Russian Federation, as well as to the State Duma of the Federal Assembly of the Russian Federation.
